Yes, all the headers and links in the email look legit.

I no longer have an AWS account. Deleted it aeons ago. There doesn't appear to be any way to tell Amazon to stop sending these.

All attempts lead to … log in to your account first, or recover your account then log in.

I haven’t any account. Recovery of nothing resulted in nothing (except more $0 bill notices).
