My boss at the last employer would annually close all tickets older than a year. If there were any in there still relevant and possibly could be gotten to within the next six months, we were told to reopen them.

This continued to be a thing over the 11+ years I was there. I legit had reopened some tickets a few years in a row before I got around to doing them. They were important but not urgent. Many other tickets though were valid to get rid of as the bit of environment they pertained to no longer existed or changed in ways that the original problem no longer existed (or did but didn't matter as nobody used it in a way to trigger the problem)
